Mod- ern trends in the development of society require the manifestation of innovation, competence, creativity. Teacher is the most important person at school. Modern teacher must be a teacher-leader (the concept is approved by B. Kriviradeva) [2], be a manifestation of peace, tolerance, love, non-violence, respect children, to see in each child a person, an individual, who can reveal himself when the teacher creates conditions for this. New views on the modern teacher are connected with the concept of transition from "teacher-guardian" to "teacher-leader", from "pedagogue-guardian" to "peda- gogue-manager" which is essentially the transition from authoritarianism to democra- tization, from personal authority to the rule of law. For a clear understanding of the concepts, cite a table of comparative characteristics of positions "pedagogue- guardian" and "pedagogue-manager" (by U. N. Skorohodova) [3]. Position Pedagogue-guardian, is focused on the use of personal influence Pedagogue-manager, fo- cuses on the use of the rule of law Position in relation to children «The main thing is to love a child and make it the way I want it to be» «The main thing is to respect the child and focus on his development needs» Strategic approach to impact «Do as I said» «You know about the rules and consequences, make your choice» Choosing a measure of impact on children Is guided by one's own common sense Is governed by the charter developed on the basis of certain rules and procedures The choice of the way of submitting the educa- tional material Oriented mainly to the cur- riculum and textbooks It is focused on the interests of trainees and the adapta- tion to them of the way of submitting material Approach to evaluation Compare children with each other or with an es- tablished standard Compare the successes of children with their past suc- cesses Method of final estimation Evaluation based on per- sonal impression using the assessment to control be- havior A test agreed with a clear curriculum, the opinion of the teacher does not influence on the result Creation of innovative environment stimulates innovative activity of the teacher and can gradually lead to the formation of an innovative culture of the personality of the teacher and student. At the same time, we note that innovative activity is the inner desire of man himself. In our opinion, the environment only contributes to the devel- opment of an innovative culture of personality. Innovative activity becomes a personal – an important component of modern pedagogical culture. Among the teachers of the University for Research, given by I. F. Isaev [4], only 14 % of the number of responding teachers are characterized by an actively positive attitude toward innovation, they initiate the introduction of new teaching technologies
